Purpose of Consultancy:
The STRengthening Infectious disease DEtection Systems (STRIDES) Activity is seeking a
consultant to support workplan startup, implementation, and stakeholder management for
a global health security (GHS) activity in Cameroon. The STRIDES Technical Advisor ensures
the quality and timely implementation of STRIDES activities in Cameroon with a specific
focus on strengthening capacity across laboratory and surveillance systems to prevent,
detect, and rapidly and effectively respond to emerging infectious diseases and other public
health threats, and support health emergency management during outbreaks. S/He will play
a technical and strategic role across STRIDES activities, capturing and incorporating inputs
from the Government of Cameroon, USAID and other USG representatives in Cameroon, and
feedback from STRIDES HQ and FHI 360’s in-country Cameroon teams across work plan
implementation and budget/spending. STRIDES Technical Advisor serves as the Activity’s
primary liaison with USAID and other USG entities in Cameroon; key stakeholders including
government officials, multilateral organizations, and donors; and other global health
security implementing partners in addition to overseeing STRIDES subcontractors operating
in country, as applicable. Working across the human and animal health sectors, STRIDES
Technical Advisor will support the development and implementation of work plans,
monitoring and evaluation activities, technical and financial reporting, and other
administrative elements of the Activity.
Scope of Work:
• Provide technical and programmatic leadership to the implementation of STRIDES
activities in consultation with the country director and HQ backstops
• Lead the development of key deliverables, including activity reports, concept notes
and other relevant documents as advised by the supervisor.
• Review relevant technical deliverables for quality and relevance before they are sent
to FHI HQ and USG.
• Ensure engagement with relevant key stakeholders in consultation with the country
director and supervisor.
• Share new knowledge/evidence and best practices with the team, partners and host
country counterparts.
• Provide programmatic coordination to the design and implementation of activities
including inputs for budget development and monitoring.
• Coordinate logistic needs for project activities such as meetings and workshops in
consultation with the country director and country staff.
• Lead development of presentations, updates, reports and other communications
during the consultancy on topics s/he is working on.
• Seek and provide guidance and completes additional tasks to ensure that project
implementation adheres to evolving USG guidelines and local rules and regulations.

Working Days: Estimated level of effort (LOE): 20 days/month for 4
months.
Experience:
• Prefer 10 years of relevant public health and project management experience,
preferably in GHS.
• Proficient with applicable USAID or other donor rules, regulations, and policies.
• Established relationships with local governments and stakeholders.
• Knowledge and experience working on the management and implementation of
human and/or animal health projects and interventions for infectious diseases or on
other public health interventions.
• Demonstrated experience in managing complex, multidisciplinary projects and/or
activities.
• Proficiency and/or fluency in English and French (read, write, speak, and able to
produce reports/presentations) is required.
• Experience operating in insecure environments.
• Experience working in a Government of Cameroon Human, Animal or Environmental
Health Ministry/Agency is desirable.
Travel Requirements:
• Local travel 10-25%
