Essential Job Duties/Scope of Work:
International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs. Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in undeserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.
PROGRAM BACKGROUND
International Medical Corps has been present in Cameroon since 2008 to provide assistance to thousands of CAR refugees sheltered in Cameroon as a consequence of the political and social troubles which occurred in CAR since 2005. The CAR refugee operations now currently span the Adamoua, East and North regions. Since 2010, International Medical Corps has been operating in the Far North region of Cameroon implementing humanitarian health, nutrition and WASH support activities to vulnerable communities. The recent escalation of violence in the north east of Nigeria and neighbouring countries since 2014, has led to the mass flow of refugees into the Far North region of Cameroon as well a large displacement of communities within the region. International Medical Corps is currently services in support of these conflict affected communities.
International Medical Corps basic package of essential health care encompasses high impact primary health care services, Water Sanitation and Hygiene as well as key nutrition, GBV and child protection interventions. Through support of existing Ministry of Health (MoH) health facilities, training of medical staff, and operation of mobile clinics, International Medical Corps offers curative and preventive consultations, maternal and child health (MCH) care, reproductive health services including skilled birth attendance, family planning (FP), syndromic management of sexually transmitted infections (STIs) and services of the Minimum Initial Services Package (MISP) for Reproductive Health, therapeutic and supplementary nutrition services, gender-based violence (GBV) prevention and response, child protection and mental health support. International Medical Corps also focuses on building the capacity of local community structures, such as village health committees (VHCs) and community health workers (CHWs). The aim of International Medical Corps’ work is to strengthen local social services and develop capacity for greater community resilience, while maintaining flexibility and the ability to respond to the continuing instability and accompanying increasing humanitarian needs in the country.
JOB SUMMARY
Reporting to the Program Director, the Program Officer will support the work of the programs, aimed at proposals development, monitoring implementation, and writing updates/reports. They will be responsible for supporting field teams to track implementation of program activities against expenditure and ensuring quality of implementation along with technical and other staff. S/he will support the country mission to increase its funding portfolio through reaching out to donors, developing and finalizing proposals. S/he will document lessons learnt and work with Program team to support field operations and partners in all matters relating to program and communication issues. ESSENTIAL RESPONSIBILITIES

- Lead the proposal development process for existing and potential donors.
- Work with Programs Department and other IMC staff to develop programs, determine operational needs, and translate proposals/action plans/budgets into functional and quality programs.
- Implement and maintain project management systems and monitoring tools, beneficiary feedback, to evaluate implementation, guiding implementation in coordination with field teams and country senior management to ensure goals and objectives are being met.
- Ensure sound and timely follow up on projects implementation and reporting.
- Work with finance and logistics teams to ensure budget monitoring and procurement for projects.
- Establish and maintain consistent and efficient communication with technical, financial and programmatic stakeholders, including donors.
- Work to strengthen internal data collection system and learning documentation for the IMC Cameroon mission.
- Provide support to the field operations as requested, including field visits to actively support the programs (security dependent).
- Keep up to date with latest developments in country, attend coordination meetings and liaise with donors as necessary.
- Ensure completion and timely submission of HQ-related reports.
- Perform other tasks related to this post and as requested by the supervisor.

Qualifications:
- University degree and 3-5 years of relevant work experience or Master’s degree (e.g. Public Health, Social Work, International Relations, Business Administration, International Development, etc.) plus 1-2 years of relevant experience required;
- Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies and other NGOs
- Cross-cultural awareness and insight into health care issues
- Excellent communication skills, both oral and written;
- Excellent self-motivation skills;
- Experience in effectively dealing with international and headquarters staff, and the ability to deal with a broad spectrum of people;
- Ability to exercise sound judgment and make decisions independently;
- Excellent ability to handle multiple tasks in a fast paced and constantly changing environment;
- Be flexible possess the ability to cope in stressful situations;
- Be creative and possess the ability to work with limited resources;
