Plan International Cameroon is seeking to recruit interested candidate to fulfill the position of Logistic Specialist – Maroua that will deliver the tasks outline below;

Typical Responsibilities - Key End Results of Position:

- Providing functional leadership and support within the PUs under his supervision, including the assessment, design, start-up, budget management, and implementation of supply chain activities for multiple projects, working very closely with the Procurement & Logistics Manager and the Program Unit Manger / Emergency Response Manager
- Lead all logistics, procurement and administrative staff to deliver their job requirements as necessary.
- Coordination and reporting including Logistics Cluster engagement
- Lead the rapid scale of procurement activities, management of downstream supply pipeline, contracting of goods, services and consultants, and liaising with programmes and finance and whilst at all times providing assurance, implementation and appropriate controls. Maintain an up-to date supplier database and price list related to day to day activities for easy access to the required information that would ensure prompt procurement goods and materials for program activities,
- Provide oversight and direction to inventory and warehouse management across multiple projects including GIK management, which may include setting up of temporary warehouses and transit hubs, renting of warehousing space, contingency stock management and the receipt of donations. Prepare, update and maintain the Fixed Assets Register for the area under his responsibility.
- Oversight of fleet management and transport operations including co-ordinating with existing country office operations, identify needs, acquire and utilise a variety of modes to meet the demand of the different project and sites locally, safely and effectively.
- Responsible for the rapid identification and setting up of office and staff accommodation, and other premises in fast changing and volatile environments. This includes fitting of equipment required to run the office and ensuring the staff movements.
- Coordinate asset management for all projects under the area of responsibility including; disposal plans asset verification, compliant purchasing.
- Ensure suitable accommodation, communication means and transport is in place for staff, visiting Plan staff, and consultants.
- Ensures that the team ensure appropriate communication, filing and paperwork are in order to facilitate smooth running of the office.
- Work with programmes team to coordinate distributions, including multi-partner planning, site set up, security, local authority liaison, and material resource planning.
- Provide technical input in project operational planning, enabling fast and effective delivery to meet humanitarian & development needs, as well as ensuring that they are in line with donor guidelines and operations manual regarding implementation and reporting.
- Work closely with Country Administrative Manager and Security Officer to ensure appropriate steps to safeguard office premises, guesthouses and residencies property (guards, locks, lighting, alarms, fire equipment).
- Work closely with ICT Manager to organize the installation of office communications/information management facilities and systems where necessary.
- Keep the Administrative Manager informed of any initiative or difficulties related to the office for attention/redress for the provision of the required support services for program implementation, and submit all document to his approval,
- Fulfill Plan’s Child Protection Policy at all times to safeguard and protect the child at all times without any reports or incidents of child abuse.
- Ensure Plan’s offices and staff are insured to safeguard life and property at all times to ensure that staff work effectively without any fear of non-protection
- Perform any other duties that may be assigned from time to time to support the attainment of organizational goals.

- Understands administrative requirements as per the operation manual and other policies and procedures and provides required servicesto staff,
- Supports with coaching staff on the discharge of logistic functions,
- Exhibit a good sense of judgment and responsibility in the performance of duties,
- Works with minimum supervision,
- Submit for approval all final decision making to a senior manager
Communications and Working Relationships:
Working contacts inside and outside the organization, include the purpose and level (high, medium, low) of the contact
- Keep and maintain a high contact with contractors, service providers and suppliers for the provision of goods, material, equipments, utilities repairs and maintenance that would ensure Plan receives value for money.
- Maintains a high contact with all Program Unit Manager/Emergency Response Manager to receive and process requests for logistic/administrative services
- Maintains a high contact with staff from the program unit offices to offer support, information, influence and or reasoning about logistic / administration related issues.

Qualification
- University degree in Management, Business Administration, Logistic
- At least 3-4 years working experience in a similar position.
Knowledge & Experience
- Experience of leading emergency response supply chain function(s) at a country level, in disaster response contexts.
- Experience in start-ups and implementation of donor grant projects, good knowledge of donor rules and regulations across humanitarian supply chain functions.
- Experience working with an international NGO would be an advantage
- Technical background across all aspects logistics and supply chain management, including, procurement, warehousing, fleet management and humanitarian distributions.
- Experience of contributing to market and rapid needs assessments, contributing to emergency response and project plans.
- Experience and knowledge of humanitarian supply chain management.
- Knowledge and experience of risk and fraud identification and management, including short term mitigation strategies.
- Knowledge and/or experience of non-traditional, non-direct supply chain delivery modalities, including working with local partners and working with markets and cash based delivery would be an advantage.
- Knowledge and experience of working with an ERP (e.g. SAP) or other supply chain management IT solutions would be an advantage.

Travel requirements
This position requires 30% of travel time within the different sites under his responsibility 70% of the time on office related activities.
Level of Contact with Children:
Low contact: No contact or very low frequency of interaction
Mid contact: Occasional interaction with children
High level: Frequent interaction with children
Low contact- the job responsibilities of this position does not require the post holder to have any one-to-one contact with children on a daily basis. There would be occasional contact with children and it is expected that children shall be protected at all times.
