Accountable for developing, managing, co-ordinating, networking, implementing and monitoring an advocacy and communication strategy and associated products and activities on on-going basis with public audiences, with the objective of promoting awareness, understanding, support and respect for children's and women's rights, and support for UNICEF's mission, priorities and programmes in the country office/regional office/media hub, and at a global level and those of the UN Country Team.

Emergency communication strategy
Ensure that the Country Office has a clear communication strategy and associated work plan to support the country emergency programme objectives and get children and women's issues into the public domain, strengthen political will in support of UNICEF's mission and objectives, and enhance the organization's credibility and brand.
Duties & Tasks
- Develop, maintain and update the country emergency advocacy and communication strategy and objectives; target audiences; messages and media mix; resources; specific actions, activities and products; monitoring and evaluation of impact; success and opportunity for improvement; ongoing refinement of the strategy.
- UNICEF's rights and results-based programming approach is appropriately reflected in the communication strategy, work plan and products.
- Maintain close collaboration with Regional Communication Advisers and HQ Communication Officers for effective overall coordination.
Digital strategy & Innovation
Digital visibility of UNICEF's humanitarian response in Cameroon and other activities for children is increased through the implementation of a multi-platform digital communication strategy; new technologies are used to enhance UNICEF programmatic work and visibility in the most affected regions of Cameroon.
Duties & Tasks
- Leads the conceptualization of UNICEF Cameroon's digital strategy, in support of UNICEF's humanitarian response in Cameroon, using platforms such as websites, broadcast, images and social media.
- Identify, establish and manage partnerships with digital platforms, products and agencies, brands, artists and organizations which may strengthen UNICEF Cameroon's digital outputs, establishing a network of potential partners.
- Execute, analyse and report on digital communication and resource mobilization campaigns.
- Work with other sections in the development of joint innovative initiatives that include the use of innovation/new technologies to enhance UNICEF's programmatic work and visibility.
Communication Content
Compelling communication content including video documentaries, photo stories, articles and social media packages are produced and disseminated to target audiences (donors, partners, UNICEF Regional Office and HQs, the Public) on regular basis.
Duties & Tasks
- Undertake all necessary action to produce highly engaging online and offline content to highlight UNICEF's Emergency response in Cameroon, shaping it strategically in line with UNICEF priorities and ensuring consistency of messaging, substantive excellence and technical quality.
- Serve as UNICEF Cameroon's in-house video producer, shoot high-quality professional videos, manage video editing on advanced software (Final Cut Pro X and Pro Tools or equivalent); maintain branding for UNICEF videos and affiliated multimedia products.
- Write from scratch, rewrite, sub-edit and edit written content (including includes first person child cantered stories, articles, op-eds, etc.) from a variety of sources, in keeping with UNICEF's editorial style.
- Produce this content into high-quality packages, published for multiple platforms and key stakeholders.
4. Media relations
The Country Office has a well maintained and continually developed contact list of journalists and media outlets covering all media print, TV, radio, web, photo etc. and a successful process of communicating and maintaining regular contact and close collaboration with the media to communicate on UNICEF's emergency programmes.
Duties & Tasks
- Promote a better understanding of respect and support for children's and women's rights in emergency situations and issues by carrying out media, information and education activities in support of UNICEF assisted humanitarian programmes in the country.
- Develop, maintain and update media relations contact list/database.
- Ensure rapid and accurate information dissemination to the media, National Committees, Regional Communication Advisers and HQ Communication Officers for effective overall coordination.
- Identify, develop, distribute and evaluate variety of media content in multiple, appropriate formats. Ensure or enhance the quality, appropriateness of country specific communication materials, activities, processes and messages transmitted to the press, partners and public.
- Collaborate with mass media through activities such as organizing project site visits, facilitating photo coverage and TV footage and utilizing both web-based and traditional media as appropriate.
5. Capacity building and support
Ensure that the management, coordination team and the country programme team are provided with professional expertise and advice on all aspects of external relations communication as required; opportunities are identified and addressed for building communication capacity among country communication team, media and other relevant partners.
Duties & Tasks
- Advise UNICEF management, the emergency coordination and colleagues on media strategy and implications for action and policies proposed.
- Support the management, the emergency coordinator and programme colleagues in defining the best UNICEF positioning towards children/women's issues in regard to their rights and in accordance with the not harm principle.
- Support the elaboration of internal and external documents on UNICEF's positioning and strategies.
- Supervise national and/or international communication officers as required.
6. Monitoring and evaluation
Ensure that communication baselines are established against which the achievement of objectives of the communication strategy are regularly evaluated; analysis is undertaken to continuously improve the effectiveness of communication strategy, approach and activities; results and reports are prepared and shared on a timely basis.
Duties & Tasks
- Provide technical support to ensure that a set of communication performance indicators is identified and adjusted as necessary.
- Conduct timely and accurate monitoring and evaluation activities to ensure the communications objectives are met and the strategy is effective.
- Undertake lessons learned review of successful and unsuccessful communication experiences and share observations/findings with country, regional and HQ communication colleagues so that best practices benefit UNICEF's communication work.
To qualify as an advocate for every child you will have…
- Advanced university degree in Communication, Journalism, Public Relations
*A first University Degree in a relevant field combined with 8 additional years of demonstrated professional experience in the field of journalism, communications, external relations, public affairs, public relations or related field may be accepted in lieu of an Advanced University Degree.
- A minimum of 5 years of relevant professional experience of progressively responsible and relevant professional work experience in communication, print, broadcast, and/or new media. UN/UNICEF experience is considered a strong asset.
- International and national work experience. Experience working in Cameroon and/or Central African countries is considered a strong asset.
- Experience in developing innovative content for digital platforms and working with web content management systems.
- Experience in video (scripting, shooting, editing, broadcasting) required.
- Strong experience in multimedia content production (video production, photo stories, text, infographics).
- Fluency in French & English is required.
